Public endpoints provide structured access to governed public data. Internal discovery, unresolved identities, quarantined records, and unpublished evidence remain outside these public interfaces.

Public API availability is a data-access property. It is not a medical recommendation, safety determination, efficacy claim, or regulatory endorsement.
