External research-request process
Status: planned, not operational. This specifies the governed process without implying that external data access is currently available.
- Eligibility
- Qualified researchers with a defined research purpose and institutional affiliation may be considered once the process is activated.
- Purpose and request contents
- A written research question, requested data scope, intended use, and institutional affiliation.
- Review criteria
- scientific purpose; data minimization; re-identification risk; privacy and contributor protections; methodological fit
- Prohibited uses
- attempted re-identification; individual-level targeting; commercial supplier promotion; medical decision-making about an identifiable contributor
- Approval authority
- Data-governance review plus qualified scientific review; no request is approved automatically.
- Data minimization
- Only the minimum aggregated, de-identified extract needed for an approved question may be released.
- Publication expectations
- Approved collaborations and resulting public outputs are intended to be disclosed.
- Revocation
- Access may be revoked for scope violations, privacy risk, or prohibited use.
- Audit record
- Requests, decisions, approved scope, and revocation decisions must be auditable.
